Fernandina Beach Mayor John Miller presented the family of the late Jovan Leonard Richo, Sr. with a Proclamation expressing condolences at the August 4, 2020 Regular Meeting of the Fernandina Beach City Commission. Richo lost his life on Elm Street due to gun violence following a dispute on August 1, 2020.
