The city of Fernandina Beach will begin to evaluate vendor proposals to run a paid parking program in the historic downtown following submittals to its Request for Proposals (RFP) that closed Thursday.
"The RFPs don't fall under the same public records laws as other documents until the selection process plays out because of when it's a bid, basically it's a sealed bid. You can't have those being distributed to the public because bidders kind of compare notes," Campbell told the board. "And so, the city commission will go through that selection process. And then there's a certain timeline of when those bids can be released to the public. But the city clerk manages all of that for us. And as soon as they're able to be released, they would be available publicly. But typically, it's not until they appear in the city commission agenda packet."
The initial proposal under consideration involves charging for 'premiere' parking spots bordered by Ash and Alachua streets, extending from Front Street east to Eighth Street.
Two downtown business owners expressed concerns to the WAB about the lack of public information regarding the paid parking proposal. They also voiced concerns over the proposals "fast tracking" before the commission without consideration of all of the ramifications a paid parking program would have on businesses and adjacent neighborhoods.
Triana noted that none of the 37 business owners she spoke with supported the paid parking concept.
"To your point about sharing information, that is planned, and Main Street is also doing a survey that will be specific to the businesses," Finkelstein said. "The (Main Street) board has not taken a position on this, rather a position of wanting to help, you know, share information once it becomes available and then solicit feedback from the businesses that they would then bring to the commission. So that's, you know, from a Main Street perspective, of where they are."

Marisol is right on two important things.....it has surprised everyone. Things are running under the radar at meetings other than FBCC Regular meetings. I was shocked to hear how far this has progressed (and not happy about that piece one bit). Second, she stated at the last meeting's comments period to "put it out for a referendum"......let the residents decide. I can't agree more.
This will place a disparate burden on the close residential areas. We put up with Shrimp Fest.....but every weekend? It is a ridiculous idea!!! Commissioner Poynter wants alternate ideas....If an acceptable alternate plan cannot be developed, I would rather see taxes raised than have paid parking. We don't do paid parking in FB.....will the beaches parking be next?
I remember one candidate being very vocal about supporting paid parking in the last election.......she was defeated.

I would think the property taxes, from the thousands and thousands of homes that have been erected in the last several years, would be substantial - enough.

The city has a parking problem. I think we can all agree with that. Paid parking is painful, especially for downtown workers and residents of the city. What the city will do with parking revenue is a good question. If the revenue paid for acquisition of property and construction of a parking facility, then the short-term pain might be worth it. If it doesn’t do this and it doesn’t reduce city property taxes, at least city taxpayers should get free parking.

Call the city manager of Dunedin, FL. Paid parking downtown, similar to FB's, was a disaster. The merchants hated it, the public hated it, and it turned out to be a boondoggle. Don't go down this road!

I'm not in favor of paid parking especially if it impacts local businesses. Is the problem we are trying to solve parking or generating $2M in revenue? Are there other things we may want to consider like shutting down parking on a part of Centre Street for pedestrian walking only on certain days? Can we use more remote parking areas and have free shuttles on certain days? And before implementing, can you test out 2 locations to see how that would work and what impractical it has on traffic and local businesses?
